Skip/stutter when new subtitle line appears

I've been watching MP4 files I downloaded using yt-dlp from HIDIVE and using vtt subtitles from the same site, and I find that whenever a new line of subtitle appears on screen there's a bit of a skip, like a brief freeze. Most easy to notice when camera is panning. If I remember, this happens when other subtitle types too, it's just this is the latest case where it happened for me. Has this been observed before? I feel like I posted about it here a few years ago.

I also noticed that years ago on Windows (for the record, the GoldenEye sample in 2015) and there are other reports saying the same thing including yours:
