I can't download the file ... doesn't seem to work. Could you upload it to ftp://streams.videolan.org/incoming ?

I tried the file. It indeed seems to be having a problem decoding in VLC (clock drift between the video stream and audio stream). I've uploaded it to our database of samples which need to be fixed.
