I have been searching the forum and it looks like others have the same problem. But I have not seen any solution.
I'm using Win XP and VLC 0.8.4a

Peter, I am hoping you can shed some light on this for me.I can choose composite or tuner in crossbar selection in the GUI.

That won't work on windows thoughHi...
To select the input you must put channel=number
0 is to Tuner
1 is to Composite
2 is S-Video
Example:
vlc -vvv pvr:/dev/video0:norm=ntsc:channel=1 --sout-display
you can try with 0, 1 or 2 that depend of the tv card
