Effects and filters do not work

I am using VLC 3.0.18 on Debian 12 using kernel 6.10.0.12 and I have found that no matter what the settings are for Effects and filters the video does not respond to the sttings.

It appears that downloading from Debians repository is changing the file operation since when I install from Mx-linux VLC effects and filters work but with Debian 12 and all the exact packages it does not work.I hav enoticed other flaws like video speed is a different rate when changed to a higher speed thatn mx-linux VLC. I also had VLC recording a long video and when I came back to VLC it had closed both recording instances.

I have tried the suggested reset preferences and noticed others with the same issue.

Why would a new install of VLC ignore specific function? Can the installed version be verified ?

You may need to turn hardware decoding acceleration off to use (most) filters, since they're not supported in hardware

I did this test on virtual machine and physical workstation with the same hardware and the results where mxlinux effect & filters work but not on Debian 12.

Is turning off hardware decoding a VLC parameter ? if so where ?

When I install VLC from flathub the effect & filter work. Why?

Unfortunately the VLC version on flathub is not official as it has no check mark next to the VLC application icon.
