Commercial DVD menu not working when streaming

I just want to stream a rental DVD from my Windows 10 PC to my iPad on the same network. I can connect and see the basic DVD menu with the ipad app, but none of the menu options work, either on the server or the ipad. Both have the latest VLC versions. I get enough bandwidth (250mbs) on the iPad.
The DVD works properly on the PC when not being streamed. If I could just stream the main movie that would be OK, I don't need to select subtitles. Stop and pause would be nice.

I cannot rip the DVD due to the css protection, I tried. VLC just hangs part way in.
