It's just a trailer to an old Anne Heche movie, but in spite of updating the youtube.luac file released two weeks ago the video is constantly pixelated and stutters all the time: https://www.youtube.com/watch?v=IpJOdqpg2Hs

It's playing fine for me using D3D11 video output + D3D11 video acceleration.
That said, the LUA files have nothing to do with the video output but maybe you have a banwidth trouble.

My problem is totally weird and seems to be network related. Running ipconfig /all shows this all the way through:

So according to Windows 8.1 there's no internet connection. Yet here I am happily typing this post without an web connection. I can also stream youtube music videos in vlc such as this one: https://www.youtube.com/watch?v=to2yg8JjMoQ, but this one which isn't a music video is pixelated to hell and back: https://www.youtube.com/watch?v=Ua40fKVPCzs

If I try to run ipconfig /release with the intention of following it with ipconfig /renew, this happens:

If I try to run the Windows 8.1 Network Troubleshooter it says "error code 0x80070005, troubleshooting has been disabled by Group Policy". But my system is the Home version which doesn't have gpedit.msc and I'm the only user.

According to Microsoft running the following commands will fix it.

But not in my case unfortunately.

I shall persevere.

Actually, I create a new system image every month after each Patch Tuesday and can restore to one of those. But it's a lot of hassle and if it turns out that it was just an errant registry key which was causing the problem, I'd likely go ballistic.

Anyway, the registry setting for the Software Policy suggested by technoresult was already set to 23c00 unfortunately. But I'll have a look at the other links in a minute.

I've also been playing around with tool called PolicyPlus available on Github. But an error appears when trying to install ADMX files which is this one:

I tried enabling a setting using that which was to allow access to the Troubleshooting Wizards, but it appears to have been ignored. But maybe one of the others you suggested will do a better job.

A couple of other suggestions I came across was to delete the profiles located at this location:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\NetworkList\Profiles
The author mentioned that he had four and after deleting them, shutting down and the booting up again Windows detected the NIC and reinstalled it after which the problem was solved. Here's the link to the post.

However, when I went to the same location I discovered close on 1,000 profiles practically all of which belong to Mullvad VPN. I already mailed them about that. I use a separate Wireguard client rather than their own app and maybe it's gone AWOL and creates repetitious profiles every time I log on. Weird.

Here's a handy link you might not know about. I was getting the problem he described i.e. Access Denied when trying to run netsh-int-ip-reset. It works perfectly.

Not wanting to waste anymore time on this issue I re-imaged the system this morning, twice! The first image dated 18 July this year didn't help. The second one dated 5 May didn't help either. So I'm beginning think it might be a hardware issue. Oh, and the techno tool didn't help either.

I'm gonna go the Windows Refresh route next, but if that fails as well I'll have to contemplate either replacing the motherboard, or buying a new machine. :(

Things are not as serious as I thought. The last image re-enabled the troubleshooting wizards which in turn revealed that Windows was connecting to the TAP Windows adapter instead of the NIC. The TAP adapter in that respect is primarily used in a virtual environment. The network troubleshooter identified the .inf file in use and opening that revealed it to be OpenVPN. But I don't have that installed so I uninstalled the adapter in device manager after which Windows switched to the correct NIC.

However, the problem with vlc persists. SMBplayer behaves the same way.

Since it's not a hardware issue I'll continue with the research and hope I can find the answer somewhere.

Fixed! I'm fortunate to have an Nvidia Optimus machine which has two graphics solutions namely an Intel 4600 GPU which has to share main memory with the CPU, and an Nvidia GPU with its own dedicated memory, Normally Nvidia prevents their GPU from being configured to run vlc in the Nvidia CP.

But there's a workaround which is make a copy of the vlc.exe file which is located at C:\Program Files\VideoLAN\VLC\ and rename it to something else and then place it in the same directory. After that open the Nvidia control panel and go to "Manage 3D Settings", click the Program Settings tab and then click the Add button. Navigate to your renamed vlc.exe (mine is called vlc-new.exe) and select it. Choppy, pixelated playback becomes a thing of the past.

why does the lua have to be changed? surely this is something VLC should put in an update?

If you're streaming from youtube, Google often changes the code which results in playback problems on vlc. Changing the youtube.luac file addresses that issue. Videolan updates all files with every new release, but being an open source media player it's much cheaper and easier to just release the amended version of the luac file than to have to compile a new player every time.

What's your equipment and OS version?

Pixelated playback again complete with stuttering when connected to my ISP.

But if I Iogin to my VPN (Mullvad) then it videos play correctly. So it would appear to be a network issue rather than anything else.

It's not working on my laptop which has Win8.1 and i've tried it on an old desktop with WinVista.

I've updated the lua several times before and it has worked just not this time. i don't know if it's to do with other setting i have no idea

Looks like you are using the onboard graphics card from a quite old chipset which only supports DirectX 9.0:

direct3d9 debug: Direct3d9 Device: Intel(R) G33/G31 Express Chipset Family 8086 29c2 2

Set VLC to use DXVA2:
Tools -> Preferences -> Video
Output = Direct3D9 video output

Tools -> Preferences -> Input/Codecs
Hardware accelerated decoding = DXVA 2.0


Set the maximum video resolution of the streams to HD 720p:
Menu Tools -> Preferences (Show Settings = ALL) -> Input/Codecs
The option is on the right panel: Preferred Video Resolution.
Set it to HD 720p then save, exit and restart VLC.

Hardware accelerated decoding = DXVA 2.0

It has improved it but still problems
