Resizing and positioning video via command line

Hi, I'm tired of looking around without any concrete answer, I have been trying to resize VLC without GUI and reposition and play video without any luck, I'm using Rasbian 32bit and running VLC media player 3.0.12 Vetinari (revision 3.0.12-1-0-gd147bb5e7e.
I have tried everything I seem from all over the net but I still can't resize or reposition the windows on VLC.
This will just make the video smaller but it will not reposition the video screen.

vlc --no-embedded-video --no-autoscale --width 320 --height 240
I read this was a bug and it was fixed but is not working for me I'm wondering what is wrong?

The window position is controlled by the window manager. VLC has no settings for this.
