Choppy audio on MP4 videos recently

I've recently started getting choppy audio from MP4 files that are only 480p, are on my Desktop (Drive C), and a fairly low resolution. The normal reasons for poor performance don't apply (playing over network, high bitrate/resolution, huge file size, poor CPU availability). When I drop a video into my video editor (Techsmith Camtasia) and play it from there, or if I play it with Windows Media Player it's just fine. It's only when playing via VLC that it's a problem.

I've tried increasing the file cache to 10,000ms. I've tried downgrading from my current version 3.0.16 down to 3.0.14 and nothing helps. It's really confusing. I've only ever had this particular effect when trying to watch a file located on a network drive and files were being written to the drive at the time. I'm being tempted to switch to using Windows Media Player and obviously I don't want to do that.

Please open Tools -> Messages (set Verbosity to 2) before you start the playback, and then paste the full resulting log here or on Pastebin.com if it's too long.

Also upload a short sample of your original problematic file to Zippyshare.com or to WeTransfer.com and then post the link to the file here.

I guess the file is badly encoded and has some issues. I did the transcoding from mkv to mp4 on a machine I don't normally use - it might have some bad settings, or perhaps just the sources were bad to start with. Here's the log:

Windows Media Player and my video editor have no issues playing the file though. Maybe there are some VLC settings I need that help it not get so affected by these errors. I tried editing just the first 10 seconds of the video using FFMPEG to use as a sample, but that involved further transcoding and it removed the problem. I'd rather not upload the file (as it's a TV show I downloaded and ideally wouldn't want to be the one uploading it to a server).

Read my post again, carefully. And strictly apply all of what I asked, FULL log AND a sample file.
