I have a Nvdia GT 710 on Windows 10 21.H1 running the latest Nvidia drivers and VLC 3.0.15 runs fine for me.
Only issue I noticed was no auto update from 3.0.14 to 3.0.15.

I just tested the 32-bit version of 3.0.16 and it plays audio / video without a problem on my Windows 8.1 OS.

It crashes straight when trying to play any video with D3D11:
D3D9 is working but there is the left ↔ right orange buffering signal for some seconds in the timeline before it starts to play.
