Is there anyway of improving this video quality

Hello so this is a sample from a video i want to improve
the only way i can describe it is it looks like youve taken any video but reduced it to a very weak like 144p resolution
i dont have the original

ive tried videopad and other enhancing softwares and all they work to do is enhance the resolution like bigger crop sort of resolution, they dont make the faces any clearer to see
it will stretch it out into 720p size but the quality of the video itself is still very poor

i even used topaz video enhance ai and again it just makes it a bigger video frame size but doesnt improve the quality of the video
ive tried raising and lowering brightness etc it still just looks 240p

has anyone got any solutions

There is not much you can do if you don't have the source file.
You can remove things you don't want but you can't add what is not here, at least not with simple tools AFAIK.

what is it im needing to improve the resolution or pixels

What you're looking for is called video restoration software.
But I haven't use any so I can't help you more with that.
