Win10 VLC (3.0.8) could not PLAY 'Crown Vic' movie DVD

After many years of using VLC to play, convert, etc., this is first time this has happened. I rented 'Crown Vic' from Redbox and it would NOT play on VLC. I tried it on both; my i7 & AMDx4 pc’s, both are Win10, vers. 3.0.8 vlc. However, It DID play ok on my Panasonic (BD30) dvd player. Then using IdealDvd Copy, I created a 'Movie-only' version, which removes menus, previews, etc. The movie-only version played fine (incl sub/cc’s) on vlc. I then used Handbrake to create a 450mb mp4 from the movie-only version, including Subs/cc's and it played fine.
Could it just be a flaky dvd (ie. TS.IFO)? But why would it play fine on my Panasonic and not VLC?

On the dvd (or ‘entire disc’ (TS) folder), VLC never finds the menu. Either it just sits with a grey screen or a yellow bar continuously floats back & forth at bottom and it just hangs. I ultimately have to KILL the process.

I captured logs by:
• Open: Tools -> Messages.
• Set Verbosity to 2
• Start playback to reproduce issue

I have this same exact problem! I've searched everywhere for some kind of solution and, though I found several, none of them worked! Please, I just want to watch The Hunger Games :( My disc is a commercial, unaltered Blu-Ray but I've tried both DVD and Blu-Ray settings; eventually the process kills itself and says:
Your input can't be opeYour input can't be opened:
VLC is unable to open the MRL 'dvd:///E:/'. Check the log for details.
then ejects the disc. It'll sit there and load (the yellow bar pinging back and forth at the bottom of the player interface) forever and ever before killing itself and ejecting the disc. I literally have no clue why it won't play; everything's up to date, nothing's been changed. It just. Won't play.
