Cannot open a local network stream with VLC

I have two VLC sessions running...one is running an rtsp stream and the other is trying to play the same stream. The stream is running h265 4k picture. When I attempt to play the stream in a second instance of VLC I get sound, but no picture. The log from the second session is below. I'm not even sure where to start with those errors. I can successfully play a picture and audio in HDR 4k from a capture device from the command line as so:

...can anyone tell me what I need to do in order to play the local network stream? The plan is that once I have the stream running as I desire that I will use it as an IPTV server for NPVR to connect to.

that output specifically says NOT A VLC PROBLEM.
I'd reload the item it identifies ... after reloading (or perhaps loading if you haven't done so yet) I'd bet it will work, but of course, not guaranteed since one bad or missing file indicates good chance other bad or missing files.


Libav/FFmpeg are very useful libraries often used in opensource A/V projects.
I'd go for FFmpeg library (original) unless you ever are given good reason to accept the fork. AND since I've never heard of a Libav fork of FFmpeg (it's also a name of a subfile) the error message could be identifying the sub program portion of the library but since wiki identifies Libav as a FFmpeg fork could be either library will fix THAT error... but in any case (loading or) reloading FFmpeg should fix THAT problem.
