Can the VideoLan Project please explain how HDR is supposed to work in VLC?

I have the problem that I cannot get HDR content displayed properly on my setup.
I have VLC 3.0.8 installed on Windows 10 1903 connected to a Phillips OLED TV from 2019, capable of doing all the HDR formats.
I have HDR content in mkv files as well as on ripped UHD discs.
VLC is playing all the content pretty well. But the content looks not always correct, colorwise.
I can put Windows in HDR mode. HDR content looks good but not perfect. I can switch HDR mode off. It still looks ok, but not right. I can also watch non HDR content in both modes and it still looks ok. Confusing...

So here are the questions:
1. How does VLC work relating to identify HDR content and what does it expect to show HDR content properly?

2. Which kind of HDR Metadata does it transfer to the display? And from which file sources?

3. Are there HDR related settings in VLC?
