Saving a section of a media file

hi folks

this is something i thought would be easy but i cannot find any mention of it.

can VLC save a section of a media file to another separate new file?
For example, start at the 5 minute mark of the existing video and end at the 15 minute mark, to create a video which is 10 minutes long.
