VLC not looking up CD track tiles

Have tried this with both MSWindows 10 (vlc 3.0.4) and Linux (vlc 3.0.3) builds, and VLC is not retrieving CD Audio track information (two different machines, BTW)

I have tried multiple CDs (in case one didn't have data), and swapped the freedb servers (freedb.videolan.org, freedb.freedb.org, freedb.musicbrainz.org), and even tried the alternate port (8880 vs 80). Still comes up with just "Audio CD Track ##".

I'm actually wondering if this has ever worked (see VideoLAN forum thread https://forum.videolan.org/viewtopic.php?t=40925 from 2007) and persists as a long-standing defect, or if some new bug has surfaced. I can reach the FreeDB server, so it's not being blocked.
