Green stripe across video output

I've been trying to transcode a 1080p H.246 video [40Mbps]. The source file was output by Compressor as a Quicktime Movie.

Using VLC 3.0.4 ...

When I Stream/Convert to MP4 file, and even if I choose to keep the original video track, the output has a dark band across the bottom (or a bright green band). As a dark band, it looks like one line has been duplicated many times.

Can anyone else confirm this problem?
