If you are using internal storage, then this is a bug, and nothing else. We don't delete on SD and OTG, because Android APIs are a mess for this. But internal memory should always work.

If not, open a bugreport.
As Dekans pointed out, this is an issue with Android 8.x. The delete file option was deliberately disabled due to issues with the API. I proved that the delete option works just fine by editing build.prop and tricking the system into thinking it was running Android 7.1.2 and API25.

The restored delete function in the latest nightly build (12/22/2017) is working fine. Thanks!

UPDATE:

I spoke too soon. The delete function is there in the three-dot menu, but it doesn't actually delete the video.

I restored the option. (nightly builds for now).
I delete doesn't actually delete the file, it's that VLC doesn't have write permission on file.

Even on internal storage? I'm not using an SD card or USB stick on OTG. Just internal storage on my Pixel C, running Oreo 8.1. It's fine if it's global for now, I just want to confirm that it's working the way it's supposed to right now. Thanks!

Yes, VLC tries to delete the file if you click on it.

Yes, VLC tries to delete the file if you click on it.
I guess it just doesn't function properly under Oreo, since it looks like it deletes the file but a refresh brings it right back. I have no idea what the code is doing; all I can tell you is that VLC 2.0.6 for Android was able to use the delete function on files on internal storage under Oreo and the files would actually be deleted. I just wish I could be of more help to try figuring this out.
