Recording only audio and not video

Hey guys, this is my first post so bear with me.

I recently discovered the record option, and right now I'm trying to record a small clip from a 45-min .mkv video file, so I can make a gif out of it with other programs. I'm running the latest VLC version and Windows 7.

Basically, my problem is when I press the record button the .mp4 file it makes only has audio and no video.

I've only managed to find one thread that actually discusses a troubleshoot for this problem and it didn't work.

Things I've tried:
-Uninstalling and reinstalling
-Restarting computer
-Unchecking Accelerated video output

I figured I must just be following directions incorrectly, because I can't find many other posts on any site discussing this problem, but I can't for the life of me figuring out what I could be doing wrong.

What streams are in the .mkv file? Because when you use the record button it is thinking that there is an .mp4 file so it might be an incompatibility with the video stream.

You can only do so many variations(without having to use transcode first), for example:
http://www.videolan.org/streaming-features.html

However, instead of using the record button, if you use the Convert/Save feature from the Media menu on that file first, then you're probably good to cut it up after that.

When I try to convert/save, it also does the same thing. No video, just audio.

Recording does not produce correct clips on recent versions. I use old version 2.0.3 for recording. It works!

I have this too. A recorde mkv has video and audio streams but has only sound when played. Convert and save produces an mp4 which has only a sound stream. This is the video https://www.youtube.com/watch?v=61J8b8NwSDI

you can find what is in the stream with MediaInfo https://mediaarea.net/en/MediaInfo/Download/Windows
Right click on file and choose MediaInfo
