New user needs assistance

I'm having trouble understanding how to install a prefabricated "playlist" file. My local public radio streams its content. Their site says that VLC is one of the options that will handle their live stream. They have posted the following playlist file with no instructions on how to install it.
[playlist]
File1=http://hpr-ice.streamguys.org/khpr2
Title1=Hawaii Public Radio - KHPR
NumberOfEntries=1
Version=2
I'm such a noob on VLC that I simply haven't been able to successfully install the file:
[playlist]
Can somebody please give me a hand? Thanks!

Save the file as "radio.pls", for instance (without quotes) then open it with VLC.
