VLC 2.1.5 Opens at Arbitrary Volume

VLC Media Player for Windows v2.1.5 opens at an arbitrary volume level: 76%, 130%, 84%, 103% etc. Many times it also opens at 100% volume. But I can never predict what the volume will be when it opens. How can I get VLC to always open at 100%?

It should open at the volume it had when it last exited. This is not arbitrary.

Thanks for your help.

I always reset the volume to 100%. I use the volume control on my speakers - not VLC - to adjust the volume.

Try to select the following option:
Tools -> Preferences -> Audio -> Always reset audio start level to: 100%

If you keep VLC at 100% always, it will always restart at 100%.
