VLC create many instances without any playing

Selecting a video file for opening by VLC cause no action...
Windows XP / Windows 7 have same response.
Sometimes nothing at all happens when a video file marked with VLC as program to handle it is opened.
Task manager indicate that vlc.exe is running but with nothing at all on the cpu usage 00:00:00
Nothing at all happening.
Try to start again... No way ... Another VLC.exe is started without any cpu usage again.
WTF are this program waiting for ?
Some lack of connection to a server on the internet to tell the VLC some information or what ?
BTW i am using the latest VLC player downloaded today
