Possible to stream from webcam to other computers on network

I want to set up a webcam and stream it to another computer on my home network. Can I use VLC to do this? Sorry if this is a noob question or if this has been answered before, but thanks for any help.

I have a similar need. I'd like to stream a live video source to another computer, either in my home or securely accessed from the web outside my home. The live video stream might be my TiVo, that I want to be able to problem over the LAN or web. I assume I'll need an analog capture card.

Beyond that, will VLC get the job done for me? Will I have this capability on my WinXP machine? Or must I have a GNU/Linux web server, as implied by some of the doc I found on this website?

Thanks VERY much for any and all reasonable suggestions.
