How to always NOT open VLC in fullscreen ?

I would like to always open the VLC media player in a small size mode, NOT in fullscreen or a large size, no matter what the size of the video.
Is there a setting for this ?

Also is it possible to always show Advanced settings, when going into settings, instead of VLC showing the simple settings first and then we have to put the radio button in front of Advanced settings to see those.
