IGMP not working under Windows 7 64-bit (VLC v.1.1.11)

I have PC (Windows XP SP3 32-bit) and notebook (Windows 7 SP1 64-bit). Both are in one LAN, both receive IP address from DHCP server, both have no preferences over other.
I'm trying to watch IPTV using udp://232.0.1.1 (from my provider).
VLC on PC starts and works fine.
Same VLC on notebook starts and does nothing.
Using Wireshark I see that on Windows XP VLC send IGMP Report request to 232.0.1.1. Then stream begins.
Notebook do not send this request - he don't send any request to this address. Of course, I receive no video.
Windows firewall is disabled. Same result on notebook for WiFi or Ethernet interface.
I've tried to enable SSDP discovery service, RIP v1 listener - when they're enabled, I see appropriate IGMP requests.
Why Wireshark don't send IGMP Report on Windows 7?!
Same result for VLC's nightly build 2.1.0 64-bit.
IGMP on Windows 7 set to version 3 (mldversion 4, mldlevel 3).
What I'm doing wrong? :(

Does udp://@232.0.1.1 work better?

A little mistake in post, but not in real URL :( - udp://@232.0.1.1:3000 (this URL isn't working).

I would guess it is a multiNIC issue then (listening to wrong network).

Before it listen, it should _send_ a IGMP Report packet, but for some reason not to does... or does this on other interface?
I've disabled wireless interface during test on wire - no results.

No video in both cases.
But after running IP-TV Player 0.28.1.8823 (based on VLC 1.0.3.0) with multicast interface specified, VLC can show some video if launched certain time after that player...

What can I say after watching Wireshark log (using "igmp.type" filter) that VLC doesn't send IGMP Report packet and (naturally) doesn't participate in multicast subscription. Even if multicast interface address specified. Even 2.0.0 version.
VLC 1.0.3 IP-TV Player _does_ this (with multicast interface address specified).

No.

ADSL router has 2 connections - PPPoE for Internet and bridge for IPTV.
PC has simple TCP/IP connection over Ethernet / WiFi and get an IP address from DHCP server on ADSL router.
