Apply changes automatically

On Windows XP as of version 1.1.5, changed settings are only applied upon restart of VLC. It would be nice if changes were applied without needing to close and reopen VLC.

This would require additional callbacks to current plugins in case you want real time changes.

Please, I vote for this feature, too. Usually there is some "Apply" changes button in similar applications. It is really annoying to reopen the player all the time and to load media files again and to lose actual playback position.

I have to admit that this would be a great feature to have. I really don't know of many players that you have to restart to get the changes to take effect.
