VLC can read file at faster or slower rate. I wonder if that mechanism is

performed with DSM-CC'S stream state machine. If not, which files

responsible to controlling the rate in playing.

VLC uses dated datapackets coming from the demuxing step of the playbackchain. to play files slower or faster, VLC just adapts the rate of the clock to speed up the time at which a datapacket is fed to the output.
