Help me to display the live streaming video from IP Camera

I am doing a project to view IP Camera in a webpage.

IP Camera Information (From the box of IP Camera)

Internet Digital Surveillance System

Infrared, D/N, colour, B/W, CCD, COMS, AWB, BLC

The IP Camera is connected through router/cable/xDSL modem to the internet.
This is the most common network settings where a router is used. The router port forwarding has to be set to allow external access to the IP Camera.

For this, I have tried some of the major tools available, but not yet achieved.

Our requirement is like...
Our client provides a service which will listen to the IP Cameras they sold to their customers. When our client sell the IP Camera to their customer, they will set certain settings in the camera (Camera Name, Center IP Address and Port), so that when their customer switch on the camera from anywhere in the world, it will automatically establish connection with our client's server service through internet and starts server receive the streaming video (H.264) and record it to server hard disk or just allow to view only (no recording) based on the plan their customer choose.

How this can be achieved using VLC.
I have checked this forum. Most of them are based on Web-Cams.

Please help me as I am Novice here.
