is "audio tempo scaler synched with rate" redundant?

This is a special forum aimed at testing and reporting regressions that happens on VLC 1.0.0.

This IS just about REGRESSIONS AND TESTING, no feature requests or bug reporting for OLD issues.

the new option (options->audio->"enable time stretched audio") appears to be a replacement for (options->audio->filters->"audio tempo scaler synched with rate"), they both maintain pitch at different playback rates. Is there a reason for having both options?

Yes, because one makes the scaletempo loaded automatically, the other one forces it.

Yes, because one makes the scaletempo loaded automatically, the other one forces it.
Please clarify:

1) To which option do you refer as "the other one?"
2) What does "forces it" mean?
3) How is it different from loading scaletempo automatically?
