Commandline for Tuner Card

I am trying to work out hoe to set the channel etc on a tuner card via the command line, any help would be appreciated

Does this info stand true for the win32 version as well?

So, does it stand for windows too? This would help me a lot, because changing channels last too long. Thanks for any answer.
