I'm okay with using the OPEN FILE selection but was wondering if anyone else has VLC 0.9.8a freeze when using the ADVANCED OPEN FILE or OPEN DISC selection?

No, this is very rare.
This seems to be a driver problem on your windows installation about your DVD-ROM drives.

It's an older Parallel Pioneer DVD burner. I'll see if I can get a new(er) driver or some other fix.
