In vista, the vlc ui is a bit buggy but when i copied the command line strings to a .bat file and using the commandline, the server started to work. Here is my latest test file that works about 80 % of time in a win98se clv client. My vista machine is 3.0ghz dualcore and win98se is 2.4 ghz P4.

vlc dvb-t:// :dvb-frequency=738000 :dvb-bandwidth=8 :file-caching=600 :program=65 --sout=#transcode{vcodec=mp2v,vb=768,scale=0.85,acodec=mpga,ab=128,channels=2}:duplicate{dst=std{access=udp,mux=ts,dst=192.168.255.6:1234}}

The dvb-frequency is the channel packet middle frequency found from the tv channel operator. Program select the wanted channel, this can be traced with the clv streaming without the program parameter and selecting: Tools > Codec Inforamtion > Codec Details.

In Windows, the DirectX api hides the hardware from the vlc, so in theory the hardware does not matter, if it has directx drivers as usually they have. My MSI Digivox II usb stick works fine in vista and xp.
