Changing hotkeys settings require a player restart?

Changing hotkeys settings require a player restart?

If I change something there, it won't respect my it unless I shut down VLC and then re-launch it (except with multimedia buttons that just never work).

I've seen forum posts in which people casually mention changing hotkeys without saying anything about a restart, so what's going on?

Changing hotkeys should require a restart, yes.

Then why is this not written there? Also, there should be a warning like "you've just changed something that requires a program restart - restart now/restart later)".
