CD Track information is acquired from a CD database, the free/open version (what VLC uses - provided by libcddb) being freedb.org (I think Windows Media Player uses Gracenote).
The freedb.org server setting etc. can be changed in VLC's preferences ("Settings >> Preferences...") by going to:
Input /Codecs >> Access modules >> Audio CD
However, I am not sure how to actually acquire the information (perhaps 0.9.0-svn works?). Ordinarily, when a CD is being played directly, the track information isn't really necessary - only after it has been ripped/extracted (e.g. using Exact Audio Copy, which also uses freedb.org) do the tracks really need to be tagged.
Sorry I couldn't be more helpful - if anyone does know how to acquire data from the freedb.org CDDB using VLC then please post.
