new user on a stream

I have a simple question.I would like to add new users to an existing stream dynamicaly, without need to stop the stream exactly like a TV-program.How can I perform it with vlc??

I can already perform a multistream but only when I previously know all destination adresses . but what if some users would like to becomme the same stream after that the stream has already been started??

an example of command line would be very helpfull
