HI guys I would like if possible stream tv from my computer to my cousin who lives in spain, He as a 2mb connection and i have a 10mb could i do it and where do i start reading. I clicked the how to link but get an error code? I have windows xp and he has the same.IS it possible and where do i start?

Does VLC installed on your computer see your tv capture card?
If so.. it should be pretty easy. Just try this.
should be pretty simple..
try this:
On the machine with your music you'd like to stream.
1. open vlc.
2. Click media.
3. Click Streamimg
4. Click on the Capture Device Button
5. Select the video input device of your capture card.
6. Select the audio input device of your capture card
7. click Stream
8. click next
7. In the destination box click on the down arrown next to the "Add" button and select http and click add.
8. in the address box type in the ip address of the machine with the stream you'd like to stream for people to tune into. Example: 192.168.1.103
9. in the drop down in the transcoding options box click on the down button and select Video - H.264 + ACC (TS)
10. Click Next
In the generated Stream output String take note of the VB=800. Thats your video bitrate. The higher this number the better the quality of the TV.. but the more bandwidth you'll need to use. The lower the number the less quality but you'll use less bandwith.
Also take note of the AB=128. Thats your audio bit rate. Again.. Lower means a poorer quality, but less band width.. high means better sound but more band width.
11. Then click stream.
If this is the first time doing this and you are on windows, windows will pop up a box asking you to unblock port 8080, just click on the keep unblocking button.
on the machines where you'd like to hear and see the stream:
1. open vlc.
2. Click Media
3. Click a Open Network Stream.
4. Select your protocol to http
5. In the address bar type in the ip address of the machine that is streaming your media. from step 8 above and add a :8080 to it
Example: 192.168.1.103:8080
6. Then Click "Play"..
Enjoy the stream. =)
Tweaking:
Try using the default settings in the Generated Stream Output box as a base line.. they may be fine, or they may be to high of a quality causing network issues.
If they cause problems.. adjust the values down.. like VB=100 and AB=32.. you get the idea.

Thats a great reply will try this when i get home, i dont have a capture card but a usb freeview pen but i think it will work the same or does it need to be a capture card ?

Nah.. I personally use a USB Web Cam with out issues so I don't see why a usb freeview pen wouldn't work.

Hi My vlc cant find my usb freeview pen its a pinnicale tv centre pro and the options are only directshow and dbv direct show and desktop? Any suggestions would e great and my pc has found 48 freeview channels how many would i be able to stream in one go ? sorry for so many question ut just trying to help my cousin out so he can watch uk tv.
He had british tv working but this has stopped. thanks for your help so far.

If VLC can't find your use usb free pen, you'll need to use something else. VLC can't really allow your cousin change the freeview channels if he doesn't like whats on.. Thats not what it was ment for.
If I was in your shoes.. I would do something like this:
Buy this: http://www.adstech.com/products/USBAV-1 ... BAV-191-EF Not sure if it would work.
Setup VLC like I told you above..
Call my cousin and say "HEY, what channel do you want to watch?" then set the channel on my cable box which would be connected to that usb capture card.
If he wants to change the channel, he would have to call you and say "HEY! Change the channel"..

Just a bit of info: I tried kdh's instructions above and received no stream, But i tried again, adding a step in the instructions for the streaming computer, as follows:

I think this method is very lengthy and in the streaming TV is not coming with that good quality video, instead i will recommend you to record the the things he wants to see on your HD TV and transfer him through the Internet, this will be fast and even your brother will enjoy the High quality. I have been doing this myself and just try it once.
