Depends on how you define "best".

Regarding "quality per bitrate" I'd say H.264 but it's not straightforward to play it on any platform. If you have it in a MOV container together with mp4a then Quicktime will play it happily and apparently also RealPlayer, or so it seems.

700 mb xvid on h.264 can be compressed to 600 mb to 500 mb h.264 at 500 bitrat looks pretty much like xvid on 800 bitrat encodes
