I can open the file with the image viewer, but not with VLC. Any suggestions what am I missing? (Or is it only the 4.0 supporting heic format) ?

System: Ubuntu 20.04
VLC: 3.0.9.2 Vetinari (revision 3.0.9.2-0-gd4c1aefe4d)

Because nightly builds are experimental builds.
You should create a new report ticket on the VLC issues tracker with your above report and the link to this thread:
