VLC crash at open 1fps mkv file (Codecs VP9 / Opus)

Hi.

I created an MKV video file with VP9 codec and OPUS audio, at 1fps. It runs perfectly in all programs that run MKV, but VLC crashes and exits the screen as soon as you open the file.

That said, VLC has troubles for playing low FPS videos, it's a known issue for a long time and still awaiting for a fix.
I've read it should be fixed in VLC 4.

VLC 3.0.16 CRASH opening MKV (VP9/Opus) at 1 fps

Hi.

A few days ago I made a similar post, but it seems that no one here is able to download a file hosted on my Telegram channel. Unfortunately, the forum doesn't have a way to delete posts, so I made this new one, with more details on the problem. I hope no one has a hard time downloading a file hosted on DropBox.

I created an MKV video file with TMPGEnc Video Mastering Works 7.

It uses VP9 codec and OPUS audio, at 1fps.

It runs perfectly in all programs that open and run MKV files, (Windows Media Player, Media Player Classic, etc.) But VLC 3.0.16 crashes and exits the screen as soon as I open the file. VLC just disappears from the screen if I open an MKV with VP9 codec at 1 fps!

It runs perfect if I open it in VLC 4.0 64-bit (https://nightlies.videolan.org/) but the program is imperfect, it do not allow me to resize the window dragging by the corners. So I uninstalled version 4.0 and went back to the official version 3.0.16.

VLC 3 has troubles with low FPS videos, it's a known issue awaiting for a fix.

Thanks for the sample. VLC 3.0 has playback issues with low-fps but it shouldn't have crash.
