It's better to use the Desktop version of VLC which has more features and should run fine even on low-end devices.

MPV can natively use YT-DLP what VLC actually can't do.

This is not possible.
You must respect the whole procedure I've told you, especially the reboots before and after uninstalling VLC.
Then after reinstalling VLC immediatly run it using the logger command line.

It's just about adding a hotkey to an already existing feature. Any other media player I know has this hotkey feature for always on top.
But are you suggesting that you are the one and only decider about this specific feature ?

Please add a toggle hotkey for the Always on Top feature.

I don't know about this device but if it doesn't support WASAPI, DirectSound and S/PDIF then there is nothing VLC can do.
Check in the specs which inputs are supported.
