Strange occasional pitch change

This happens quite often when playing VBR audio files or audio streams (in videos), and rarely in CBR. Sometimes the pitch gets higher or lower without changing the speed (by pressing + or - on keyboard). Is this issue known, or am I just an isolated case? I am using 0.9.8a and this occurred on older versions too.

Only happens when I play audio files or audio streams from videos, never tried to see if this happens from internet streams.

It used to happen when I played around older VLC version on old computer. But only when I listened internet radios. Tools -> Messages... (set Verbosity 2) should complain about drift when this happens. If you can figure the reason out, I can open trac ticket for it.

I've stumbled across this error which I think it might have to do with this:
main warning: no audio filter module matching "scaletempo" could be loaded
As for my computer, it isn't an old one, but it does have a silly Celeron CPU v.v

I will post more errors that I think they are related to the issue

I've got more of those drift errors and here they are:
main warning: audio drift is too big (192528), dropping buffer
main warning: resampling stopped after 8095080 usec (drift: -40366)
main warning: buffer is 85997 in advance, triggering downsampling
main warning: resampling stopped after 10322128 usec (drift: 2352)
It seems that this phenomenon happens more often when I play .ogg files with VLC, don't yet know the reason of this problem

Does the scaletempo issue vanish, if you remove %appdata%\vlc folder? (aka reset VLC settings)

Yes, the error stops on showing (it has previously showing itself every time I opened a video/audio file in VLC) after resetting the settings (I think it was because I've set VLC to scale audio tempo with the playback rate to remove the pitch change if I change the speed of playback for example to 1.50x) but the problem still persists, and when it does(with low pitched sound) there is this error that appears:
main warning: buffer is 52679 in advance, triggering downsampling
and immediately after it,
main warning: resampling stopped after 8288871 usec (drift: -779)
And with high pitched sound:
main warning: buffer is 88116 late, triggering upsampling
main warning: resampling stopped after 11353459 usec (drift: 8614)
EDIT: Re-enabled the tempo scale option and the error does not appear again
