Effects and Filters Not Working

I just did a fresh install of Xubuntu 16.04 and VLC 2.2.6. I am finding that all functions on [Tools] -> [Effects and Filters] are not working, and nothing I am doing seems to get them to work. I have installed all plugins for VLC. I have never encountered this problem before on other revisions of Linux, so I have no idea what to do. I use the rotate feature all the time, so I need to get this working. What would cause these functions not to work?

Are you using hardware decoding acceleration? That can't be combined with (most) filters since the CPU does not see the pictures.

I just went in and disabled "Accelerated Video Output (Overlay)" and it had no effect. I am testing this by launching "Effects and Filters" and trying to rotate the video. It's completely ignoring the rotation. It always worked before with other versions of Linux and Windows.

If there is something else you want me to disable or change, you need to be more specific.

That's not disabling hardware decoding. Option is in simple prefs/codecs

* First read troubleshooting guide VSG:Main
* Always provide verbose LOGS ! (command line or from gui)
* Always check your issue against a developer build from Nightly Build of VLC
* Tell us when your problem is solved !
