Stream repeater RTSP -> HTTP

Hello,
i have question to experts. I have Security Cam which have output stream in [rtsp,h264] format. I want to play it in HTML5 webpage, so i need [http,h264] format. Is possible to do it?

I have this command and it is no working.

The input stream is OK, i tried put it in player with gui and working fine.

But in logs when i try run stream repeating i have this:

Hi.

I commented my problem, I am able to do a transcoding dvr Hikvision to html5 by the Ogg, but I need to do it in mp4 and I can not.
Use this command to the trascoding.
rtsp://demo:demo@192.168.1.125/h264/ch5/main/av_stream --sout "#standard{access=http,mux=mp4,dst=:8083/os4.mp4}"
