VLC ignores starting time when recording

I am trying to set VLC to start recording at a specific time. I use the latest version of VLC, on a Windows 7 64-bit system.
I set the "Start Time" to 8 hours in Capture device>Show more options, then I chose "Stream" and there specified the destination, and an MKV format. After 8 hours no file was created in the folder (Even though it worked previously when I recorded without setting the time).
Later I tried it with setting the starting time to a minute or two, and it either didn't record anything, or started recording instantly without waiting.

Any suggestions as to what can be the problem would be appreciated!

I have same problem! In Edit options line :run-time=xxx.xxx work OK.
