if i set up a VLS server with one tv card, will two VLC clients be able to watch seperate programs?

Not unless the card specifically states that it has two separate receivers (I've never heard of such a thing, but it could exist). What happens is the TV receiver has to demodulate something that is occurring on a specific frequency -- separate programs means separate channels, which means two different frequencies.
