Send an email to the vlc-devel _at_ videolan.org mailing-list, with a link to your vlt file, and ask nicely that it is added to the website. It is usually enough

Posting a link on this forum may work as well.

ftp://streams.videolan.org/incoming/skins/ would be a good uploading system

(easy to setup and easy to use)
