Switching from NSV

Hi,
Currently I'm running NSV with VP3/MP3 streams, and displaying them via the available web players.

Its time to switch because our needs now require real-time (0-500ms) latency. Also the web players for IE and FF don't work with IE7 or FF2.0, so that's a big issue.

What options are available? Is it possible to get real time streaming with a webplayer in the mix, or would a stand-alone player(client) work best?

Also I'm not sure if it matters but the source will be live capture via a DVcam or high-end webcam.

EDIT: I forgot to mention that this is for streaming over the internet, so obviously the WAN link to each location viewing will be a big factor.
But asuming the latency of the WAN link is only 50ms, how low can I get the server and buffer delays?

Does anyone have any suggestions?
Is it even possible to get a video stream from a live capture feed to be this low latency?

Does anyone have any experience with this?

I'm still interested in finding a solution to this, but I haven't been able to get it working the way I need.
