NTSC to PAL web-stream conversion/encapsulation?

HI.

I've used Videolan for ages to transcode webstreams and send them to my media set-top box. Most of the time, using a PAL webstream, there are no issues at all; But, because some of the streams i send to my set-top box are obviously in NTSC format, i get sync issues, where i hear the audio "garbles" whilst trying to catch-up with the stream.

My set-top box is PAL format, and it seems to me, that it is trying to play the streams at the NTSC frame-rate, which is why the audio has problems catching up.

The problem happens when i encapsulate via Program Stream, or just plain MPEG1 (the set-top box only supports MPEG1/2, so i have to transcode, and the STB doesn't support Transport Stream)

The question is; is there a way to encapsulate the program stream in PAL?

Because the source is NTSC, it needs to be converted to PAL to fix the audio lag when playing back.

Would the NTSC to PAL conversion be pre-transcode?

If anyone could help me out, i'd be very grateful. :D

It seems my set-top box is actually playing the audio first in PAL format (considering there are no region-standards for playback speeds) and then playing the video at NTSC speeds. The audio then has to slow down and wait for the video to catch up; thus the garbled audio every 15 seconds or so.

Can anyone help? I just need to find out if/how to encapsulate a webstream from NTSC to PAL - everything else i can sort out no problem.

Just to reiterate: The problem is not with any equipment i have - I'm requesting the info on how to gather an NTSC format webstream, and encapsulate it into PAL to then send out.

Someone must know if this is possible?
