How to setup Video on Demand server

Can anyone help with setting up a video on demand server? I can set up a direct unicast broadcast stream of one file, but the clients have no control over the file being played. I want the clients to be able to choose between multiple file and have independent control over them. I think VOD is what i want, unfortunately, i cant seem to figure out how to set this up on the server side. Any help is greatly appreciated.

im trying to go through the setup you pointed me to, but i cant seem to find where to get the brun.exe file. am i missing something? i didnt see a link. please let me know where to get it. this seems to be exactly what im looking for. thanks.
