Streaming My PCTV card on http server

Hi, I am new to this and I have been playing around with VLAN for quite long now without success.

I have a Pinnacle PCTV card which it recognises. Video and sound.. Perfect.

Now can someone just explain to me what to do to put it on an http server. Ultimately I want to be able to watch what's on the PCTV card on my laptop (wifi enabled) and my Pocket PC (also Wifi enabled).

what you need is to use your pctv card to create a stream
from this card to the network choosing a codec with appropriate
values for bitrate and other things.

Did you already try to create a multicast stream on your local
network from what you get from your card ?

Once this is setup, you can create a basic HTML page displaying
hyperlinks pointing to the streaming urls
