changing skin in command line

hi,
is there any way to excute the vlc to change the skin in command line.
Forget about the GUI Clt-S select file, steps ( I know this work)

vlc -I skins2
or
vlc --intf skins2

let said I want the "vplayer.vlt" custom skin from the skins download site.

how to go about execute it in command line for Windows. Enviroment
